Try this before you order

Stand the machine close to upright, give the cord a short sharp tug and release it - that clears a pawl that has caught out of position more often than people expect. It is also worth looking for debris packed around the reel opening. If the cord still will not come in after that, the reel has failed internally and replacing the assembly is the repair.
Why replace the assembly rather than rebuild it
The dangerous part of a cord reel repair is the wound spring. It is under real tension, and opening a reel to rebuild it can release that tension unexpectedly.
